Summer will soon be here and those outside areas deserve to be lit up and extend beyond daylight hours to linger under the stars. External lighting is a valuable asset to any garden space, swimming pool or courtyard, weaving a tapestry of safety, ambiance, and aesthetic allure. I have had the pleasure of incorporating external lighting to a number of clients properties and I always take this into consideration when I am working on rewires or outdoor electrics. It’s not just the summer that we want to enjoy but our winters too need to be suitably lit up for safety.

The crucial partnership of skills and business acumen

Being a self-employed tradesman in France poses its own set of challenges. Beyond putting in 40+ hours on the tools, there's a considerable amount of administrative work that demands attention during evenings and weekends. Many of us find ourselves dedicating more time and effort, working tirelessly to balance both the hands-on tasks and the essential behind-the-scenes responsibilities.

In my case, I consider myself fortunate to have a key player in my business—my wife. Décennale Assurance and the Electrician

Electricians, like many other trades within the construction industry, are required to have décennale assurance. The electrical work I do for you, whether devis/factured or factured with no devis, it is 'assured'. Both devis and factures are legally required to show décennale details. Plus, my attestation d'assurance is made available to anyone who requests to see it. I have been asked on many occasions by Notaires to submit my attestation when a client is selling their home. As is the case with many of my clients, they are repeat customers, and I have to submit the attestation for each year of working for that client, when they sell. 

I take my professional activity and décennale assurance very seriously. It protects me, and it protects you. Electrical safety in your home is the mantra of my business and I work to a high standard in accordance with French normes. Electrical work that is not carried out according to French normes, can have direct consequences: flaws in the system, abnormal operation, and fire. But even good trades people can have claims made against their workmanship. I am not immune but for me, usually, they have either done something themselves or used another person to carry out electrical work with no insurance or registration, and it has gone wrong. In these instances my assurance has been invalidated. I also keep very efficient records of all my work, everything is photographed and clients sign my worksheet, when the work is complete.

What my décennale assurance does and doesn't do

Last year a client that I could not attend to at the drop of a hat decided that rather than wait to have the work done properly, they used a person who was neither registered nor insured to do the work. They then contacted another electrician after it had all gone a bit wrong, who condemned the work. The client contacted me and said I needed to come back and sort the problem out. By their admission, they said they had used another person because I wasn't around. My insurance company quickly confirmed that my décennale assurance was invalid, as the unregistered/uninsured person had compromised the installation.

I have recently worked for a new client. Work assessed, devis provided. Work done, facture provided. Again because of an urgent issue [according to the client], they called another electrician to fix the problem. That other electrician will now be responsible for that client, as my décennale assurance no longer applies.

I regularly receive work requests from homeowners where a non sireted and non-insured person has carried out an electrical installation. While some are aware that their home is at risk from flaws in the system, abnormal operation or fire, some homeowners are not. Again I have to decline; as you can appreciate. My décennale assurance covers my work, not that of another. There are exceptional circumstances. Either an electrician is no longer in the country or is deceased and I've had a good chat with my assurance providers, and I state very clearly that I will assess the work beforehand to make sure that it has been carried out in accordance with French normes. 

I am often asked can I 'sign off' a homeowners work? Again, no. My décennale insures my work, not that of a homeowner. Signing off is different here in France. If you have done your own electrical work, then you are responsible for it. And this is likely to come about if you sell your property within 10 years. It is becoming more and more common for Notaires to ask for all factures for work carried out - and if you are unable to provide these - then you as the seller will become responsible for 'assuring' the remainder of the term from when you did the work.

At the moment trusted and reputable trades are under pressure, and their diaries are full, reducing their availability. Clients want their problems resolved as quickly as possible and call around until they get someone who answers the phone/responds. There are less trusting, less reputable trades very happy to take work where they can get it, take your money but not provide you with a facture or confirmation that their work is suitably insured.

Always ask to see attestation d'assurance décennale. If they cannot provide it or won't provide it, why?? Don't leave your home exposed to risk.

Sometimes you have to be 'trades' man enough to know when you are beaten

The job of an electrician can be quite physically demanding. Sometimes, you have to be tradesman enough to know when you are beaten. The ladder is a tradesman's constant companion, and there will be times when a ladder is not up to the job.

I have been working for a client who purchased a water mill. The place and location are stunning; as you can imagine, plenty of water runs alongside. The property needed an electrical upgrade, and while this was the initial first step, the client had bigger plans! Plans to utilise the watermill to generate electricity. With a supply already coming into the property from an electrical supplier, their role in this project stopped at the pole. The installers of the generator at the mill also meant that their responsibility stopped at their generator. The bit in between... the bit to connect the watermill to the house and the house to outbuildings, became the responsibility of an electrician, and as I am already part of the project, that meant me!
I was responsible for connecting the 25mm 5core cable from the first fuseboard in the outbuilding and then running the cable outside to a resting position on the electricity pole. From the electricity pole with tight tension and special pigtail bolts, secure the cable to the house and into the second fuseboard. From the second fuseboard, back out from another corner of the house, with tight tension, connect the cable to another pigtail bolt and into the watermill, ready to connect to the third fuseboard. The hydro team had already installed their generator. Once all the cable was in place, the hydro team could connect to the final fuseboard to allow electricity to feed back through the complete electrical installation. I have been informed by the client that electricity is now being generated!

Unfortunately, 25mm 5core cable is not malleable, especially during these cold winter months. Although I had sourced winches and pulleys to help manoeuvre the cable, there came a point quite early on in this section of the project where one man and a ladder were not going to cut the mustard.

At the end of November, on a cold and foggy morning, accompanied by my wife, we set off for the first part of the installation, connecting the 25mm 5core cable from the fuseboard in the outbuilding, up into the loft space, outside and up to the electricity pole. The cable is hefty, so imagine carrying this up the ladder each time to correctly connect the cable under the eaves outside. On second thoughts, please don't imagine; it was difficult and took a lot of time and energy. Unfortunately, this resulted in medical attention, which I won't elaborate on here. So wife's wise words, "get down off that ladder now! and we will need to rethink this and provide a more efficient and effective safe solution."  
And that is what we did. We found an efficient and effective safe solution by contacting Steve Beck, the Cherry Picker Man, who gave us a price agreeable to the client. In addition, I reworked my hours, which allowed for this expense without additional funds to the client. And so, on another freezing cold day mid-January, Steve and I met at the client's property and successfully completed the mission together. All done in a day!

I, my tools and the cable were safely housed in the cherry picker basket and escorted to the correct heights at the various buildings so I could safely and efficiently carry out my electrical duties.
I now know my physical limitations. I also now appreciate my wife's wise words, "safety and efficiency" are always the order of the day. Sometimes, and I am sure other trades are the same, years of experience means you take a few risks because you know what you are capable of. But there are times when the risk is not worth compromising life and limb. This project had given me some sleepless nights, and once we knew the Cherry Picker Man was on board, the worry, which was as heavy as the 25mm 5core cable, also became lighter!

Now that the external side of this project is complete, my work continues inside.

Consuel and Certificate of Conformity: when, why and how

What is Consuel

Consuel is the acronym for Comité National pour la Sécurité des Usagers de l’Électricité. They are responsible for the control of an electrical installation whether that installation is carried out by the home owner or by a qualified electrician. It is also the name of the certificate of conformity. The certificate of conformity is compulsory when looking to connect with an energy supplier. It guarantees the safety of the installation and for those living in the dwelling. The most commonly used form is the yellow one for domestic electrical installations.

What properties does it apply to?

A certificate of conformity is required where there is no supply at the property. *
For example you have purchased a barn and you are converting it to a domestic dwelling.

The property is a new build domestic dwelling

A certificate of conformity is not required if you have purchased an older property and there is an existing supply coming in. Although it is prudent to make sure the electrics are safe and compliant and the incoming supply is sufficient for your needs.

* If you are renovating a property where there is no supply, you can request a temporary meter. This will be available to you right up to the point of connecting your supply to the energy supplier. And is dependant on a certificate of conformity. You cannot request connection without it.


What does it mean to the homeowner?

If you choose to do your own electrical installation you, as the homeowner, apply for the certificate of conformity. It is not unusual for homeowners to do their own installation. However, it must conform to NFC15-100 standard. And when you are ready to apply for your certificate of conformity it will be via consuel.com and your application will be made as a particulier. An inspector from the Consuel will visit your premises and if compliant you will be issued with certificate of conformity. If it is not compliant you will need to correct the work and request a new visit.

If a qualified electrician does the installation the work is installed to NFC15-100 standard and when ready to apply for certificate of conformity he visits consuel.com and applies via the professionnel space. As the qualified electrician is required to be aware of the normes and will no doubt have a number of applications submitted it is likely that an inspection is not required and the certificate of conformity issued.

Please note that a qualified electrician will not submit a request through his professionel space for an indiviudal. If an individual has carried out the electrical installation themselves, the request for certificate of conformity must be made by the individual. The professional tradesman’s insurance is to insure his work only, not the work of others.

What is the process

  • Once your installation is ready an application is requested for the yellow form via the Consuel site [consuel.com]. You can do this either digitally online or via the paper method. You will be asked to create an account and supply information.
  • Once the yellow form is submitted allow for about 20 days before an inspector will visit your dwelling to assess the install.
  • If the installation has no anomalies the Inspector will affix his visa to the certificate. You will receive this either by post or it is downloadable via the site and your personal space, depending on what you have opted for. You will need this certificate to present to your energy supplier for connection.
  • If any anomalies have been identified you will need to put these right and request a new visit. A certificate of conformity will not be granted until the Inspector is satisfied that the installation complies.

Have you got enough protection?

If like many of my customers your fuseboard has been upgraded, it will consist of rows of circuit breakers. Each row will be protected by an RCD which will be the larger size switch, normally at the start of the row on the left. An RCD is a Residual Current Device use for protection/earth  [as per picture below]

Next door to the fuseboard is an independent box the main switch, the property of your energy supplier – see picture with the words 30/45/60A and in a glass window, ever so small, you will see a number either 30, 45 or 60A and this tells you the amount of supply you have coming into your premises. [as per picture below]

40A RCD serves up to 4 breakers
63A RCD serves up to 8 breakers

Over many months I have received calls from customers who have experienced regular tripping of the RCD which would suggest that an upgrade from 40 to 63A is recommended. And on subsequent follow ups, this has often been the case.  As always, if in doubt, speak to a qualified electrician.

Lot 20 new EU Directive for electric heating 2018

As of 1st January 2018 new energy efficiency regulations regarding electric heating have been introduced. Lot 20 legislation states that space heaters for sale in the EU will need to adhere to these new laws or be axed.

Lot 20 is a piece of legislation that most people have not heard of but massively effects the manner in which electric heaters are produced. It has been introduced by the European Ecodesign Directive which governs all energy using products including lighting, washing machines, vacuum cleaners to gas boilers and solid fuel burners. These are split into several 'lots' and Lot 20 applies to local space heaters including storage heaters, electric radiators, radiant heaters and underfloor heating to name a few.

Many heaters now include smart technology to help reduce energy consumption, electronic time and temperature controls, open window sensing technology, predictive start functionality and remote app based control. Old non compliant radiators can still be sold after 1st January 2018 provided they were manufactured before this date.

The use of electric heaters are still popular for home owners in France, French and non French alike. So for the home owner if you are thinking of upgrading or adding electrical heating to your home, use this information to help guide you, so that you are aware of what the legislation is and the choices that are available to you.

I have certainly seen new and efficient products on my travels and have installed these sleek looking glass radiant panels.
New products to the market will have price increases but the long term use of them, should see consumption being used effectively and therefore not compromise your bills.

Rewires to remember

It has been an exceptionally busy time for me this year right from January 2nd to Monday 14th August, when I took a well earned rest for a couple of weeks. The first time in 5 years! A proper break.

As well as remedying electrical problems for existing customers and tending to electrical additions for many, I have also been busy with rewires. Three in particular have kept me busy this year and each have been different.

Sauze Vaussais - Dept 79
I was particularly delighted to work on a rewire on my door step. The clients had purchased a property which needed a complete renovation. They had purposefully purchased something that they could put their own personal stamp on and incorporate some cool gadgetry for their minimalist but functional home.
After completely gutting the property builders set to work in reconfiguring the home exactly to the clients wishes. With me doing my bit to include lighting of stairwell, zonal lighting in the lounge, dining and kitchen areas. All controlled by a panel in the main lounge/diner. Even the external lighting is controlled by a separate remote system either by a hand held fob or wall panel. Continuing on, high ceilings meant the installation of velux window blind which are controlled by hand held remote. I love it when clients want to explore creative lighting options in their home fused with advanced control.

Champagne Mouton - Dept 16
June was dedicated to a 4 week rewire at Champagne Mouton. A lovely town house with great history and a real depth of character. I had been recommended by Andrew Johnson/Karen Jones in Ruffec for some electrical works to the kitchen. Having visited the property so that I could prepare my devis, it was clear that the main fuseboard and earthing was a little unsuitable. As safe electrics is paramount I brought it to their attention immediately. They were aware that the system was old and as they were planning to do a number of aesthetic works themselves to the property, they invited me to present a devis for a rewire. Once accepted, a new fuseboard replaced the old with clear identification of the various zones, with surface mounted trunking and surface mounted sockets and switches.

Fontenille - Dept 79
After the 4 week rewire in Champagne Mouton my next job was a 3 week rewire in Fontenille. Client was keen for a rewire of an old non compliant installation before commencing with internal decoration. We had several meet ups before deciding on final works. Trust was of paramount importance for this client, living solo. It is a huge undertaking for many people when they live in their homes, fixtures and fittings are in their place, everything is how they want it to be. Invite a few tradesmen and suddenly dust sheets, moving of furniture can be pretty disruptive to their day to day lives. The house was originally 2 separate houses and electrical works included 2 fuseboards to provide adequate supply and circuits for a bigger property, with an additional fuseboard in the garage to feed circuits in the garage and provide overall protection. Circuits were rewired and all 2 pin sockets replaced to comply.

Customers want peace of mind when dealing with trades in France

When customers are not living in France full time and have commissioned work to be carried out they need peace of mind that the job is going to be done in their absence.

I have recently finished an electrical job at L'Isle Jourdain, Vienne [86] for a client who divides time between France and the UK. I initially was asked to provide a devis for the work via a team of builders who I have worked with before and submitted the devis to the client which was accepted shortly after submitting. The work commenced with the client the other side of the Channel and was more than happy for me to liaise with her designated key holder along with other trades who were on site.

The property was a typical older French property which didn't not comply to current NF normes. When clients are not here full time I take photos of the work that I am doing and then share to either dropbox or google drive so that they can see exactly what I have done, as per the devis submitted. Regular updates help me keep in mind any considerations or suggestions I need to make as the job goes along.

This particular job continued right up to Christmas and the New Year. With other works continuing, such as installation of the heating system, it meant working on site was cold, as working alongside a plumber who was installing the central heating system. A lovely job to do with no real challenges other than the fact initially it was a 3 phase installation but when EDF came along for some strange reason they had made it single phase, so modifications had to be made to accommodate single phase installation.

The job was completed on time and with the detailed photographic work, the client was more than happy with the results. I shall look forward to returning in the Spring to work on new recommendations that I have made. ​

Winter Round up 2016

Despite Brexit I was fortunate enough to benefit from a number of house purchasers who made contact with me to provide electrical devis. Subsequently the autumn and winter months for Paul Wilkins Electricien was extremely busy in the Deux Sevres and departments 16 and 86 bordering.
As with many older French properties, many lack earthing which predominantly helps make the electrical installation safer, along with updates to fuseboards and circuits to service clients needs and appliances in their homes.
I closed 2016 with a couple of ongoing rewires for habitats where clients have gone all out in redesigning their homes and have enjoyed working with many building teams [it can be lonely working on your own, but my new Bosch 360 Professional PowerBox Jobsite Radio will keep me company]. Plus enquiries where clients want to concentrate on outside garden lighting, and entertaining areas where outbuildings are being turned into bars.

Here's to another successful year of keeping homes electrically safe,
